Le programme d\u2019incitation au logement d\u00e9coule de recommandations formul\u00e9es dans le plan directeur.<\/em><\/p>\n<p>Il y a longtemps que la Ville souhaite densifier le logement dans ses deux centres-villes distincts afin de soutenir les entreprises qu\u2019ils abritent. Le consultant qui a pr\u00e9par\u00e9 le rapport sur le r\u00e9am\u00e9nagement urbain pour le conseil municipal a appuy\u00e9 cet objectif.<\/p>\n<p>Le programme d\u2019incitation au logement vise \u00e0<\/p>\n<blockquote><p>\n\u00ab aider financi\u00e8rement les propri\u00e9taires et les investisseurs qualifies \u00e0 construire des unit\u00e9s d\u2019habitation autonomes dans les zones d\u2019am\u00e9lioration des affaires \u00bb.\n<\/p><\/blockquote>\n<p>Pour augmenter le potentiel de d\u00e9veloppement r\u00e9sidentiel b\u00e9n\u00e9fique \u00e0 ses deux zones d\u2019am\u00e9lioration des affaires, la Ville a cr\u00e9\u00e9 des zones d\u2019attraction r\u00e9sidentielle sp\u00e9ciales pour le quartier d\u2019affaires de Newcastle et le quartier d\u2019affaires historique de Chatham. Les nouveaux projets de construction d\u2019immeuble \u00e0 logements multiples dans les zones d\u2019attraction r\u00e9sidentielle pourraient se qualifier pour demander du financement dans le cadre du programme d\u2019incitation au logement dans les centres-villes. Le programme peut fournir <strong>jusqu\u2019\u00e0 10 000 $ par logement<\/strong> aux promoteurs et propri\u00e9taires qualifi\u00e9s. Les lignes directrices du programme pr\u00e9cisent les conditions \u00e0 satisfaire pour pouvoir faire une demande. L\u2019aide financi\u00e8re accord\u00e9e est vers\u00e9e \u00e0 l\u2019ach\u00e8vement des projets accept\u00e9s.<\/p>\n<p>La demande doit \u00eatre faite avant le lancement des travaux. Les projets de nouvelle construction et les projets de r\u00e9novation sont admissibles \u00e0 faire une demande. Puisque le programme vise la cr\u00e9ation de nouveaux logements, les projets de r\u00e9novation d\u2019unit\u00e9s de location d\u00e9j\u00e0 existantes ne sont pas admissibles, mais les projets de r\u00e9novation qui cr\u00e9eront de nouveaux logements sont admissibles.<\/p>\n<p>Le processus de demande d\u00e9bute en communiquant avec l\u2019administrateur du Service du d\u00e9veloppement \u00e9conomique et du tourisme de la Ville de Miramichi.<\/p>\n<p>Pendant l\u2019entrevue et la discussion initiales, on examine les lignes directrices du programme en d\u00e9tail pour garantir une bonne compr\u00e9hension des objectifs du programme et des attentes et des \u00e9ch\u00e9anciers qui sont importants pour le promoteur et pour le Service.<\/p>\n<p>Si le projet r\u00e9pond aux grandes lignes directrices et \u00e0 l\u2019intention du programme, le promoteur re\u00e7oit des renseignements sur le moment appropri\u00e9 pour pr\u00e9senter sa demande et la documentation \u00e0 fournir pour passer \u00e0 la prochaine \u00e9tape du processus d\u2019approbation.<\/p>\n<p>\u00c0 partir du premier contact avec le Service, il peut s\u2019\u00e9couler deux \u00e0 quatre mois avant qu\u2019un promoteur re\u00e7oive une lettre d\u2019offre. Premi\u00e8rement, elles peuvent aider \u00e0 attirer et \u00e0 fid\u00e9liser des entreprises. Cela favorise la stabilit\u00e9 des emplois existants ainsi que la cr\u00e9ation de nouveaux emplois pour les r\u00e9sidents de la r\u00e9gion de Miramichi. Parfois, les subventions \u00e0 des entreprises existantes les aident \u00e0 accro\u00eetre leur capacit\u00e9 de concurrence sur le march\u00e9 mondial et \u00e0 \u00e9largir leur offre de produits ou de services.<\/p>\n<p>Deuxi\u00e8mement, les subventions produisent un rendement des investissements pour la Ville. Ce rendement peut prendre la forme de nouvelles possibilit\u00e9s d\u2019emploi pour les r\u00e9sidents, d\u2019une meilleure offre de produits ou de services et d\u2019un plus grand sentiment de fiert\u00e9 communautaire. Cela cr\u00e9e un meilleur esprit des lieux pour les visiteurs et peut attirer de nouveaux r\u00e9sidents. Pour la Ville, l\u2019avantage financier se traduit par l\u2019accroissement de l\u2019assiette d\u2019imposition, ce qui augmente ses revenus en imp\u00f4t foncier.
